Oak Bay Neighbourhood Network and November 3, 2025 Council Meeting to review draft Official Community Plan

In response to the challenges we are witnessing in our communities a number of ad hoc groups like our own are coming together throughout the Municipality. There has been a coming together from Oak Bay's neighbourhoods with many meetings/coordinating taking place.


I am pleased to participate in the formation of the OBNN (Oak Bay Neighbourhood Network) which will serve to bring us all together on issues pertaining to ALL of Oak Bay while still allowing us to discuss issues as they relate to our specific neighbourhoods and cooperation and support between groups. It is impressive with the level of knowledge, experience and dedication exhibited by all the representatives who make up the OBNN. There will be a launch in the next couple of weeks and we ask that you keep a watch out for it.


To date a small group representing the newly formed OBNN sat down with our MLA, Diana Gibson and shared immediate concerns in regards to the OCP:


  • It does not significantly take into account the UVic (Cedar Hill Corners) lands which in itself would solve the housing issue in Oak Bay for the next 20years without packing five and six storey buildings along our corridors and gutting the affordable areas of Oak Bay. 

  • The process is too hurried, not allowing for thoughtful and collaborative input by residents (some completed builds are now deemed "a mistake" and not allowed going forward leaving residents with these "mistakes").

  • Contractors leading the process for the OCP, (who did Victoria and Saanich’s OCP) did not appreciate the limitations and aspirations between Oak Bay, and its immediate neighbours. 

  • That Oak Bay be allowed to have some municipal oversight on builds.


As a result, OBNN is asking for an extension to the December 31st deadline for the OCP.


I urge you...to start writing to the Mayor and Council outlining your concerns with the OCP and to take the time to attend the November 3rd meeting to show your concern for the OCP as it is drafted.


 Many hours have been put in by contributing members of Oak Bay neighbourhood groups (meetings with elected officials, provincial, municipal, other residents, each other, sending out flyers, researching Bill 44, and so much more).
